I saw that. Almost every meme was down voted at least 2 times.

There shouldn't be a downvote button, was my first thought. But what if a meme is so offensive so atrocious so disgusting; shouldn't people be allowed to display their pleasure on this site to send a message that won't be tolerated by site users? I'm on the fence about this one. There are both pros and cons to the downvote button.
