Because he's PROGRAMMED TO. I can think of some gov. officials that did everything they were told back in the 30's and 40's too. :l

The Doctor far exceeded his original programming,if you know anything about the character.

He's still programmed from the start. His personality, his skills, and his limitations had a starting point. AI isn't a lifeform. ANd I've watched all 6 series and all 12 films. I'm definitely a trekkie. :l
