when you're compliant, you submit to the wish of someone, but when you don't agree with said wish, you make a complaint. Thus, instead of being compliant with that wish, you move the I from its position before the A and place it after the A, and wind up making a complaint. So the position that the I takes is the difference between compliant and complaint

Who would that be? I believe I understand, so I explained it for those who don't. The difference between compliant and complaint is where you position the letter I in the word. And whichever of those words I use is the position I take. It actually appears to be more of a political statement than a joke.
