Yes, it sounds like that. And in general the Bible doesn't present things as if there's much hope for those it deems "fools."
But I don't think that's the intent of the passage, because remember one of them says, "answer." I think it's more like giving guidelines as to motivation, and what to avoid. People who read proverbs would be expected to be wise about how to apply those guidelines to real-life situations.
