No, actually he wants to use government to keep the rich & big corporations from controlling your life. He wants to stop make war around the world and instead use the money that has been going to the bloated military to give everyone in the USA good, free health care & education. More like the Scandanavian countries, but different.

Politicians who say they want the smallest government are the ones who want government to allow the rich & the big corporation to get richer and control our lives without interference. Meanwhile, while in office they often increase the debt and build up the military, which cutting services. They are usually paid well by the rich and the big corporations to do this. They use much of that money to convince the masses of people to elect and re-elect them, often against their interests.
