In my experience, around 75-90% of your submitted memes will get featured (appear in "latest")

I've also noticed that memes using non-standard templates, gifs, and demotivationals take longer to get featured, probably due to them being reviewed by the moderators. Memes with non-standard templates are also less likely to be featured at all.

If by featured you mean appear on the front page (first page of "hot"), only a small percentage of them will get there.

I only got one meme on the front page, which is Obama template with "Be a good president? Sorry no time." written on it.

Custom templates or gifs take more time as compared to the pre defined templates that are available, and getting featured is different from getting to hot page or front page. Getting featured means your meme will be likely displayed in the latest section. If your meme gets considerable amount of likes in few hours It'll reach the hot page not the front page but some other page like 2,3.. etc and if it gets more likes in short period of time, then it could get front page featured.
