This happened to me in early 2000's, but I just remembered that it happened and thought I'd make a meme out of it while I'm thinking about it. Apparently you could only appeal your most recent ban too, so there was literally zero way to get a "clean record" on there after you had done this. I'm not even sure if the site is still around anymore to be honest, but since then I have only seen sites lacking an appeal process entirely, and sites allowing you to appeal any automatic or manual ban they give you, both of which make far more sense.
TL;DR version: conditional appeals + automatic moderation = a site that sucks
