At the moment nobody knows What's the precise formula but, fair enough I think memes reach front page by the amount of likes it get with respect to the submission time. I think (I think) that the overall ranking has some correlation between reaching front page and getting featured, btw I have no idea on that. So we could say that memes get to front page only if they secure a Handsome amount of upvotes in few hours of submission.
