How does a meme like this that is commenting rather well on how everything is considered rape now in days terrible?

Why have a down vote button if it's not going to do anything?

There's no downvote counter. A downvote doesn't effect any actual number on the meme, like upvote count. If there are enough downvotes, the system won't feature a meme, so it does do something.
