These were donations not government benefit.
This dude probably hopped in his leased Lambo and left anyway.
Women whom are drug addicts and have children avoid jail time while getting every benefit known to man (including goverment automobiles).
Plus they only risk the ownership of the child and probably another 2-3 more free trips to rehab before jail time is ever mentioned again.
