I'm pretty sure it means that Batman never kills any wrongdoers. Instead, he beats 'em up and sends em to jail.
Some of that may have been the Comics Code (A code that controlled/censored what could be shown in comics). For example, people couldn't die, women couldn't be exaggerated, the word 'dead' was outlawed.
