Actually, the easy part would be to nudge it into a stable Largrangian point. The hard part would be to overcome irrational fears about such a project.

I like the Lagrangian point theory, but NASA doesn't have much experience with much more than communication satellites and pieces of ISS. 1 Km is a much bigger project, and "nudging" a 1 Km asteroid with the mass and momentum it would have probably would take more Saturn V engines than we have on Earth! Still like the idea though - the big lasso in the sky.

My bet would be on a group of private investors and a company like Virgin Galactic. A few thousand dollars could turn into several hundred thousand.
