I doubt that imgflip keeps track of who downvotes what. They can't figure out who it is; we just have to hope that they will stop.

The site database does or else we could re-up/downvote the same post every time we log on. A 2-3 criterias query in the DB would give out some potential usernames. And also, if they keep track of the IP addresses, they can prove someone uses multiple accounts. But they probably don't have enough resources to do that (it's a small website)
