Maybe you need 60,000 points.

it appears as though people with less than that are getting more than two.

Maybe they had enough points, but then downvotes lowered their point total, though they still got three submissions per day.

I've lost 2-3000 points during a week that way.

I get three, and I have less points than jelahe.

Well, all of you peoples are lucky, cus ur all in the top 100 users. I'm not. So I still only get 2 submissions per day.
