you and your rival were partners planning a Robbery of Prof Oak's house. Things went awry when there turned out to be aan odd number of pokémon there, you each stole a pokémon, then your rival wanted the third one enough to turn on you and attack you.

trainers you meet in the field whom you can easily avoid in game are people you are bullying. Trainers you can't avoid have heard about your criminal reputation and want to pay your fair share.

PokéCenters normally do charge money but you leave before they can enforce a bill. quickly defeating the local gym leader and stealing his badge, before skipping town.

team Rocket is a Debt Collection agency hired by the very first pokécenter you skipped out on to take your (stolen) pokémon as collateral to pay for your fees.

the people and other random trainers you find are normally peaceful and quite friendly, unless you're a criminal, so they attack you on sight.
Anytime a person in the game gives you something for free, you're actually bullying it from them.

Everyone else in Kanto is content with having only a few pokémon, for their pet/friends/coworkers. you the player however are greedy see pokémon as objects of power sitting around out in the wild free for the taking. you collect and collect until your greed for this "power" is fulfilled. taking what all you see before you.
