You need owner, not just mod.

ohh

It's because you are a mod.

You can only delete comments, feature images, edit titles and tags, disapprove images, ban users, and un-ban users if you are an original mod.

You can have all access, including adding and removing mods, deleting the stream, editing the description of the stream, edit checkmark boxes, update the stream, etc. when you are an owner.

what rule did you want to make? just curious

2: 1 is a pending rule rule where to submit a rule without direct permission from an owner, you add it but put [pending] before its name. pending rules do not have to be followed, and can only be approved by owners and people owners trust to also be able to do this.
2 is a rule that memeplugs that lead to an nsfw meme must also be nsfw
