The only bird that has that distinct silhouette is the female janitor gull. The male has a brushlike billl that he uses to sweep food into the female gull's flat beak. This female clearly has yet to find a mate, or perhaps only found scrubs, as males who haven't proven their ability to provide food are called, and the females all agree: they don't want no scrubs, scrubs are those guys that cant put no snacks in beak, sweeping up just trash and not fries, everytime that they try, why'd they even have a brush beak? They're frequently found near food courts and are a common sight in grassy parks, swooping in after large family picnics. I learned about them at gullible.com
