Context: Operation Blackbeard was a secretive operation conducted by Team Earth through a Specialized Operations Unit known only as "Hammer Squad", consisting of 10 International Fighters, all recruited to be off the books. They do not operate under standard Team Earth rules of engagement and are authorized to use all force necessary to eliminate all targets of opportunity.

Operation Blackbeard itself was a mission to destroy a Team Wheatley Satellite Manufacturing Plant through the use of a portable Tactical Nuclear Warhead. The reason why Team Earth couldn't destroy it themselves was due to the high number of civilians in the area, as the plant itself was inside a City(San Francisco, to be precise).
