Biologically yes, but gender is a social construct, some people genuinely feel more comfortable identifying themselves with something else. In Two Time's case, they're non-binary, and the fact that they are a fictional character doesn't mean that its okay to misgender them either, because it downplays misgendering a REAL non-binary person, and especially downplays misgendering someone in PERSON, because unlike on the internet, there are consequences to what you say to people.
