Looey would be wasting time and Goku would jump straight to Universal Blue or MUI and end it in an instant, giving how all the fights we see in Dragon Ball are quite literally slowed down because the characters are moving FASTER THAN THE SPEED OF LIGHT. So Looey blinks once and he's dead (kinda like SCP-173 if you think about it)
