More than a million undocumented immigrants have gained driver's licenses in California alone since the law allowing this was enacted in 2015. Additionally, as of January 2026, 19 U.S. states, the District of Columbia, and Puerto Rico issue driver's licenses or permits to some or all of their illegal immigrant population.
