Well if you look at the cement it's in yes they did cause it by not repairing the cracks forming so this couldn't happen. The fact that it got to that point that it even fall when jammed into cement says it's been like that and wobbly for awhile and the city didn't repair it. Like potholes. Many areas blow them off and it ruins people's cars.
