(First of all why are you meming while the world cup is one and also) it depends. If you want to upload your own gif onto imgflip, go to the 'create' section on the top left corner of the site and go down till you see 'make a GIF or short video' and click on it. Then once you click on 'upload or take video' to upload an already saved gif.
But if you're trying to find a gif and caption it, just below the meme maker, you'll see a search tab that says, 'search all memes' once you click it, scroll down to the very bottom until it says, 'view all meme templates' once you've clicked on that, search basically anything. Lets just say "cars" for example. Once you've searched up "cars" (it doesn't have to be cars, there's literally 1,000,000+ templates), hit the 'GIFs only' checkbox just below the search bar where you are given a whole bunch of car-related gifs. Click on the gif you want to caption, where it'll take you to a page full of memes that were made using that car-related caption. Click on the button at the very to that says 'caption this meme' with a little yellow and orange icon next to it. Once you've clicked that, it'll take you to a page where you can caption the meme. I know there's like, a thousand different buttons but you only need to click on the search tab that says 'bottom text' and caption the meme to your heart's content. Whatever you type on that will transfer to the meme. Like I said, theres a thousand ways to adjust it but for now do that. Once your meme is made, scroll down to the very bottom till you see a blue button that says 'Generate GIF' click on that and you're basically done.
