in twokinds, there is no "indecency" charge (unless you're in the basitin islands, where they do have those charges. but mainly for ankles)
but in twokinds, a lot of keidran don't wear clothing. only times they do wear clothing is:
if they choose it, or if they're enslaved (which is legal, unfortunately, to kill and enslave keidran. but it's illegal to set them free)
but yeah, most keidran live out in the woods, or in their own tribes, and don't wear clothing themselves
