The Wigglytuff by Wigglytuff_fan for instance(or Tuff if that's WT's self-insert for Team Hangout) counts as native to TMCU-001, and User Avatars are Gods in their native timelines
Now, when another User Avatar(i will henceforth call them Utars to save the jargon) goes to another timeline, they are an Anomaly, which a local Council can't delete, as it will destabilize the reality of another timeline, potentially leading to a YK-Class End of Universe scenario for the Utars' native timeline. Furthermore, if a Utar leaves their timeline for too long (e.g., a month), their native timeline will become increasingly unstable. Nothing dangerous, just highly troubling until they return.
The reason the Council of TMCU-001 didn't delete my Utar is the same reason why I can't delete Tuff's Utar(but TMCU-002's council was composed by the Forerunners, so I digress)--both are vital to the stability of their native timelines. They're trying to figure out how to send him back to TMCU-002.
