What exactly do you have against having no clock changes twice a year. I've lived in a country that doesn't change their clocks. It were A-OK with me. If business want they can adjust their working hours to take advantage of the sunup hours.
No issues with keep real time permanent. Just not DST. Better to keep as is (change twice a year is zero hassle). But if locked lock on real time not fake time.
