If spamming means "posting links exclusively to your own content" then that means any user that has ever posted their own YouTube channel, posted their own strawpage link, and the like have violated TOS too, so I think you have intentionally misunderstood the definition of "Spam" under the Terms in bad faith. Donald being the good boy that he is didn't want to ignore your flag probably because he knew you'd cry a hissy fit over it.
