not automatically. there are people who pretend it was a joke and people who just say very, very terrible stuff (e.g. moebian making a pedophile joke to a 13 year old, memefaq making rape jokes, zeta making fun of potassium's dead dog and blaming it on omegle)
however, the joke here was not that bad AND peaches didn't pretend it was a joke.
