My guess is that they're meeting to secretly work with Iran to not accept any deal and keep the war going.

Their economies are in the tank and as long as the war continues they can blame high gas prices and their shitty economy on Trump, thus covering up the fact that it's them who caused it.

Starmer has motivation to do this because the UK has the May elections coming up and it's expected that his party is going to get crushed on the local level. So he wants to be able to blame Trump leading into those elections.

It's the same thing Carney just did in Canada. Run against Trump and the U.S., call for a snap election, and secure total power. Meloni is doing the same thing in Italy. She'll be up for reelection next year so she's decided that blaming Trump for Europe's terrible economy is a better option than running as a supporter of Trump.
