when the kulaks are destroying the food to protest your deeply unpopular policies and your in the middle of a drought so you do the sane thing and lock down the countries borders and restrict travel and blacklist entire villages of food; (its ok because the drought was already there to begin with and totally doesn't have an incentive to crush the growing independence movement)
