Ok so it's a joke with the Pikmin fandom from back when Pikmin 4 was about to come out
He was a "cut character" from Pikmin 1 that was a tiny Lithuanian green olimar that spoke in phrases like "fiddle me this, olimar!" And shit like that. Also he has controversial opinions aka he was racist leading him to getting "cut" and yeah basically he was a running gag
