It's a clone of Tails who's either more sophisticated or more science-focused, and he wore a lab coat.

well my version is just tails after he never met sonic meaning sonic never drove away his bullies and he kept getting bullied making him more serious, resentful and reserved hes a little older now and eggman took over his town which is where eggman found tails' gadgets and offered to keep him in his empire, due to his wit and technical skills he rose up to be eggmans right hand man
