Yes they do. But the number of seats is allotted by the population not the population of citizens. Which gives you larger representations, then you allow illegals to vote. Then you gerrymander for even more seats! It goes on in every liberal state. If you ever actually played by legit rules, Democrats would never get more than 20% of seats! Just on the math alone!
