Even though ICE is a federal agency (thus the officers are federal officers by definition), it's being used to collect as many recruits as possible rather than actually giving them professional training, then a mother of three wouldn't have been shot in the face. (There are ads everywhere framed as war-time posters to fight alongside Uncle Sam)
Even ICE officers know and are afraid of the people because they are not perceived as respected federal agents, but their reckless actions has led the people to see/frame them as an intimidating and authoritative police force.
