Yes Trump's first term is part of that spread. I'll argue that Trump was busy fighting the first ridiculous impeachment, and was naively trusting that not every last aspect of the previous administration wasn't thoroughly, irredeemably corrupt.
All the corrupt deep state thought they had to do was wait out his first term and then let the lawfare take care of things for them.
