Ah here let me clear that up. It is possible to make a funny joke with 67. HOWEVER, just arbitrarily slapping “67” on a meme is not funny, sort of like saying “the thermostat is set to 67” — not funny. Low effort “I hate 67” memes can even be upvote begging (though not very effective begging) and are not funny. As you correctly note, nobody can just “declare” something to be funny.
