That wouldn't make any sense, and if someone becomes a naturalized citizen later in life, they essentially wouldn't be able to vote before they die. That's against the constitution
It’s a political issue because uncontrolled immigration is bringing in future Democratic voters. Delaying that abuse protects America. Waiting 18 years still allows naturalized citizens to enjoy the benefits of America.
