probably a v-tuber, which is where they usually use a 3D model render that moves with what the person is doing (i.e. they raise their hand, so does the render; but its commonly only the upper area that moves), and the render is either themselves, their OC, or an existing character. they are associated with anime due to the high number's of v-tuber's with anime or anime style renders.
