When you say something was a riot, you mean it was very funny
The Stonewall Riots were an important part of the modern gay rights movement in the USA (look it up if you don't know them: they are an important part of lgbtq+ history)
People use the phrase "Stonewall was a riot" to remind people that we need to fight for our rights, especially in the current political climate
Thus, this is a pun combining the phrase "Stonewall was a riot" and "____ was a riot" with a meme template of someone laughing. They're not saying that Stonewall is something to laugh at, they're making a play on words
