No offense, but the name "Stupeel" makes me feel like that Pokemon is not very smart. Is there something im missing?

If I were to guess it would be Stupor-Eel Stupor means to make one in a state of near unconscious or insensibility or stun or daze and Eel (image below if you have never seen one which you probably have but hey if ya don't no problem) which electric eels which are know for causing temporary paralysis in humans but that's just my guess
