Yes he is. He's also the most mentally challenged character in the series. He had a sad childhood experience where he & his sister were abused by their mother. Luckily Jeffy did find some (somewhat loving) adopted parents: Marvin & Rose (was originally Mario & Rosalina but changed due to a DMCA from Nintendo)

& as a person who has autism myself, I feel happy that even he could have a somewhat happy life once he was adopted by Marvin & Rose
