Water is cohesive and applies the sensation of wetness upon other surfaces because for something to be wet is to feel LIKE it has water applied onto it, and water cannot posses a quality which originates from itself, for that is a paradox. You lose.
BUT! water can technically be a solid, and due to research, for something to be wet water needs to be applied to it, and water can be applied to ice, which is water, so water can be wet
but when you initially referred to "water", you seemed to refer to the liquid form of the compound. my argument stands if that is the definition of "water"
