It's okay if you do any crime in the 50 square miles of land that are in Yellowstone and Idaho

They have to use Wyoming laws if the crime was committed in Yellowstone, but if you are in Idaho, then the jury has to be from Idaho, and since nobody lives on those 50 square miles of land, none of the jury will use Wyoming laws, and the case would be stuck in bureaucratic limbo
