I don't understand the ratio part of this

i have little understanding of this too but i think it's when the number of kill votes slightly outweigh the number of save votes and vice versa

It‘s how much more or less worth the kill votes are compared to the save votes.

For example, a 2:1 ratio means that kill votes count double, meaning you need two save votes to nullify a kill vote.
