The lore is that since your Tori (the player model basically) is never permanently dismembered, they must regen somehow.
Anyway more galactic groove lore: because ASCII-oids can regenerate really fast, and they can also reproduce by fragmenting, if you were to amputate an ASCII-oid's arms repeatedly, you could end up with a horrifying amount of biomass (and dead biomass, since fragmenting only happens sometimes)
