He isn't saying that Pebble players should be distracting and distracting only. If people are against distracting and want to extract, then they should play as a Toon that prioritizes extraction stats (unless they are rage baiting).
Where TF did you get Shelby? Also, you won't get much out of extraction trinkets when playing as Toons that prioritize other stats over skill check and extraction speed.
Looking at Shelly's ability, I still cant tell why you brought her up when trying to say that people should prioritize low extraction speed toons for extracting.
