Given that gordon maneuvers like a hovercraft and a cargo ship were his parents, I don't see him dodging jack. And given that san's attacks are that powerful and he has that much health, I'd say it's close because the suit lets Gordon tank damage.
He does, however have hitscan weapons which sans would have trouble dodging, and stupidly OP dark energy powers, like the onetap gravity gun. But then there's no accounting for magic... Idk.
