there is a headcannon where the reason he doesnt speak normally is since he is the rules card, he can change anything he can like nothing just by saying it outloud. for example:
If he said "People like you should burn", the person he was refering to be would catch on fire. so to make sure he powers dont activate every time, he speaks like that.
