Yes, that's an opinion, and my opinion as well is that Terrarian can still beat Steve.

Even though Steve can fly around at high speeds using an Elytra and fireworks, he still has to worry about durability, whilst in Terraria durability doesn't exist. With a Soaring Insignia and the best wings in the game (whether it be Duke Fishron Wings or the endgame wings) the Terrarian can easily keep up with Steve.

Steve's Netherite Sword without enchantments only gives him 8-9 damage while not enchanted, 11 damage with Sharpness V. The Terrarian's Zenith without modifiers deals over 190 damage, while with Legendary modifier and the right setup gives it over a thousand.

Now for the armor..
Terraria's Solar Armor gives the player a total of 78 defense, a dash plus a shield which charges overtime that when being dealt damage from in front or when dashing into an enemy deals explosive contact damage.

Minecraft's Netherite Armor only gives a measly 20 armor and 12 toughess without special benefits whatsoever. When fully enchanted only gives it an extra 15.
