As a die hard undertale fan I can say I still have not a clue how determination works exactly, I know it lets souls persist after death and reset but not much else

I think Frisk wins, because while V1 is powerful, and outclasses Frisk in most categories, their Determination is simply too powerful. They could keep coming back, learning, until eventually V1 becomes obsolete. It would only take one hit to kill V1, and while V1 would make it difficult to get that hit, Frisk would get it eventually.
